Samantha is blonde, hazel-eyed, and attractive, with an athletic figure. She dresses in typical clothes most of the time, no longer needing to carry the Belt with her. Jeans, t-shirts, tank tops, shorts predominate her wardrobe.
When her Instant Change is triggered, it causes the costume stored in the Belt to "displace" the outfit worn by the user. When deactivated, the clothing re-appears, which is good because the costume is again drawn into the Belt and stored in an extra dimensional space. Samantha initially needed to wear the belt to trigger the change and use the powers, but now she can change whenever she likes - a fact she has neglected to report to either PRIMUS or the Wild Hunt. The costume is Lycra, consisting of a long sleeved blue top and shorts that are trimmed in white, with white stars on the chest and sleeves. the legs and midriff are bare. She wears red gloves and the red Cosmic Belt. A set of black combat-style boots fitted with red laces finishes up the look.
The history of the Star Spangled Kid begins back in 1941, when a young science student named Sylvester Shoonin watched a meteorite crash near his hometown. Intrigued by the crystals he recovered at the site, he learned that they gave him powerful mental abilities. Building them into a device tuned to his own specific body and mind (or so he believed), he created the Cosmic Belt. He finished it on December 5th, then left it in his workshop while he tried to come up with a proper purpose for his newfound powers. 
Two days later, he got one. As the Star Spangled Soldier, he joined with other Golden Age heroes, lending his telepathy and telekinesis to Allied forces from South Africa to the Philippines. However, his career was short-lived, as he was slain during the bloody fighting for Iwo Jima. His spare costume and Cosmic Belt (which would work for no one else at the time) were shipped back home to his family. His widow and her 3 year old son were listed as his survivors. 
Many years later, Candace Shoonin, the widow of Sylvester, passed away, and her 18 year old grand-daughter Samantha, was searching the attic of the old house. She had been accepted at an out of state college, and was given permission to take anything she needed or found useful. In a forgotten corner of the attic, she found a box with U.S. Army markings on it, an old but sturdy WW 2 era G.I. footlocker. She felt that it would make a good method of hauling her stuff to campus. Opening it, she saw a small bundle, which she casually moved to one end of the trunk. After loading it with dishes, mementoes and clothes, she let her parents know what she planned to do with the trunk. Her father, not remembering what was in it, agreed. 
One month later, Samantha remembered the odd bundle. She had moved and had her own small off-campus apartment, paid for by a stipend from a trust fund set up by her grandmother. Although not a lot, still she was happier than if she was living in a dorm. Curious, she opened the bundle. She was surprised and proud to learn of her heroic grandfather and his mind-enhancing belt. Holding that same belt in her hands, she wondered if it would work for her. Hoping against hope, she put on the belt. 
Although she felt kind of warm, and hyper, nothing spectacular happened - and she sure couldn't read minds or move things with telekinesis. Slightly disappointed, she heaved on the old footlocker to drag it to a new spot in the room - and nearly flung it out the window! 
By contacting PRIMUS, Samantha was able to learn much of the history of the Cosmic Belt. Although no one was sure WHY it worked for her, it had affected her in a radically different way. Where her grandfather had gained formidable mental abilities, she had a massive overall increase in her *physical* abilities, becoming strong enough to throw a sedan, tough enough to take shots from anything up to rocket launchers, and seeing her coordination and reflexes double - as long as she wore the belt, that is.
She was effectively drafted, which sat poorly with her, but the government, through PRIMUS, seem content to watch her closely for now. On the plus side, they have given her enough rope to hang herself, by seeing that she understood basic laws and giving her national police powers through the U. S. Marshall's office. She was also told of the harsh consequences that would result if she misbehaved - and the loss of the Belt would only be the beginning. 
Through their network of spies S.A.A.T. have learned of her and the Cosmic Belt, and are actively hunting her. Some of their members feel that there may be a way to make the Belt work for anyone, and that the Kid herself might know how to go about doing it. Furthermore, some believed that it may be a new Belt, which implies that the Kid knows how to make them. This has caused her problems on at least one occasion, when she had an inconclusive face-down with Shamrock.
On her first mission as the Star Spangled Kid, Sam helped PRIMUS take down a series of Viper nests on the East Coast, and soon came to be regarded by VIPER as a serious pest. There are a lot of Serpents out there who would love to report that they have captured her, and a lot of 5-team members in traction or otherwise awaiting trial after confronting her in addition to Silver Eagles - this is causing VIPER's best attorneys headaches too. 
Sam recently transferred from PRIMUS to the Seattle Hunt, as she felt pressured by the scrutiny of the agency. It's not like she can escape them, but she's not trying. Joining an organized hero group makes keeping them out of her hair a bit easier though.
Like her grandfather, most of the Kid's powers came originally from her Cosmic Belt. Despite being a petite and slender young woman, when she hits, her foes really do see stars. Some people may confuse her name with the original, and be surprised to encounter a Brick when they expected a Mentalist. However, this is highly unlikely given how long ago he was active and the shortness of his career.
The Kid usually enters combat with a move-through, using her Superleap to slam into her foes or drop down from above. Then she uses Defensive Strikes until she Stuns someone. To end a fight quickly, she'll then land a devastating Haymaker. She's also known to use Grab and Throw moves, and can turn manhole covers, busses, cars and supervillains into surprisingly effective ranged attacks. Lastly, she can stay in a fight for a long time, as most of the benefits she gains seem to require no power on her part. She keeps in shape at the suggestion of one of the Silver Avengers, who pointed out to her in training one day just how vulnerable she'd be if her Powers failed to work or were taken away. She's even learned a few defensive maneuvers and throws, studying Aikido as her martial art of choice. She can therefore surprise those expecting her to use only brute force, as well as use Holds to restrain opponents until the authorities can collect them. 
A last note on the Kid's tactics: She is always a team player. After Grabbing a villain, or when defending herself with a Martial Throw, she'll Throw him at another villain. She will try to line up her punches so the likely Knockback will send her target sailing into his henchmen. She will hold actions to coordinate with other characters, which may catch foes off-guard. She'll use a car, bus or tree to Sweep a group of henchmen. She tries to be flexible in her approach.
One note: Though she has not realized it yet, all the powers of the Cosmic Belt have become part of her, melding with her very DNA. She is not aware of the fact she no longer needs the Belt or that she can at a thought change to the Kid.
Samantha is an energetic and friendly young woman with a strong love for her country and a fervent hope that she can fill a legend's shoes. She's optimistic, cheerful and outgoing, as well as being polite and a good public speaker. She can be a good PR person for a team.
