Oceanus' skin was on the "something closer to blue" end of Atlantean skin color, and Dell's skin is primarily Caucasian, after his mother, but at certain angles, there can be a noticeably bluish tint to his skin - his friends thought he had a medical problem at first, but as Dell was always able to play sports, etc. they soon stopped asking about it.

Dell was always 6'3" as an adult, but the serum increased his muscle mass greatly as well as adding a protective layer of insulation, and he is now as bulky as a bodybuilder, but is sleek rather than having Schwarzenegger-like muscle definition.

Dell doesn't have a costume yet. He does have a large fedora to go with his trenchcoat, with appropriate Keith Giffen-facial shadow art.

When Dell gets a costume, it will be the short-lived Aquaman blue costume from the 1980s miniseries that was immediately ignored by all later Aquaman comic books until recently (2018).

He may go with a Domino Mask, however it's possible the serum's mutations have changed his facial structure enough that his face no longer matches his driver's license photo, just his hair.
Dell Rey is the name put on his birth certificate as the result of the new identity given by the U.S. government to the Atlantean political dissident, a younger son of Prince Marus, who unwittingly thwarted a nefarious scheme of his aunt, Princess Thalassa. Prince Marus had arranged for Dell's father, Oceanus II, to hide in the United States until Thalassa was captured (which still hasn't happened). Oceanus was an untrained royal fop who found a calling in teaching the Atlantean language to U.S. government diplomats, and then fell in love with and married one of them. Oceanus was concerned that agents of Thalassa might eventually find him and his new family, so they relocated to Michigan, enjoying life in the upper peninsula with occasional flights around the United States to teach Atlantean, videoconferencing, etc.

Oceanus encouraged Dell to attend college on the U.S. West Coast, as Thalassa's patrols were unlikely to be interested in an area of the Lemurian sphere of influence (underwater, that is), and so Dell went to university, grad school, and obtained his Ph.D in Genetics (specializing in cetacean genetics) all in the Seattle/Tacoma area. Dell works at a research lab on a university campus whose research program is funded by the U.S. Navy, who, knowing of Atlantis, would like to replace U.S. Navy dolphin mine-finders with Seamen who can breathe underwater and detect mines with delphine active sonar.

Dell's experiments led to a promising retrovirus with a mix of atlantean and dolphin DNA to inject in a test subject, but his rival in the lab, Hermann Killerwal, had championed an atlantean and orca mix. The Navy chose to go ahead with Dell's proposal instead of Hermann's. Once Dell had the genetic samples ready to put into the retrovirus serum, Hermann, furious that he was passed over, found an opportunity to secretly add orca dna to the serum, and did so, but had to quickly sneak away without taking the serum (he intended to gain the power!) when Dell and other scientists re-entered the room. Hermann re-entered the room behind the several scientists, looking for his opportunity to take the serum, but it was soon time for the orca scientist team meeting and he had to go with them or arouse suspicion.

Likewise Dell met with the dolphin scientists in the laboratory, near the serum. After the meetings were over and the dolphin scientists had left, their discussions had confirmed Dell's suspicions - if he was to be sure that the serum was safe for the military, he would have to test it on himself!

Hermann raced back to the lab, slowly opening the door (which didn't have a window) to see if he could safely get the serum, and cursed as he saw Dell removing the now-empty syringe from his arm! Hermann was about to say something when Dell appeared to have a severe reaction of some kind, and collapsed to the floor! Hermann angrily thought, "serves him right! I hope he dies! That was MY opportunity! MY chance for real power!" Hermann carefully entered the room, pretended (in case security was watching the cameras) to check on Dell's condition, and surreptitiously recovered the 99%-empty syringe by carefully pocketing it while "helping" Dell onto the meeting table. With the syringe hidden in an interior pocket of his lab coat, Hermann calmed himself and called security on the lab phone to have them send a medic. Hermann's primary concern was to get the remaining drops of the serum out of the dolphin lab and into his locker in the orca lab so that he'd have the atlantean dna sample and could create a "pure" serum of atlantean and orca dna for himself - none of that weak-sauce dolphin dna for him!

Hermann hoped Dell would die so that Hermann would be the one to perfect the serum, win the next Navy contract with "just" an atlantean dna serum, and once the serum was perfected, he could take the atlantean-orca serum himself, and then none of his fellow scientists would order him around again! He'd be the boss scientist! It was perfect!

And then Dell spent three days in a coma and arose to find that he had mutated beyond his geneticist training's ability to explain! And he was SO hungry! He expected to gain *some* extra strength from the dolphin dna along with developing structures in his brain for sonar, but he could no longer see his muscle definition, though he felt stronger. He ate several meals a day for a few weeks until his body had the protein it needed (to build orca-level muscle mass) and the fats and carbs it needed (to build orca-level insulation).

During that time Dell was also practicing his new strength for hours each day before he had fine enough motor control to safely handle test tubes again, and took a full month to perceive his new sonar sense as more than static. Once he had acclimated, the Navy took him out to sea to find a pod of Pacific dolphins, and he spent a month mimicing their songs until he could use his sonar as they did - find fish hiding under the sand on the ocean floor, see through each other's bodies, the sound waves only stopped by bones or air sacs.

The Navy awarded Dell's lab the contract to perfect the serum, this time without whatever x-factor allowed both dolphin and orca dna into his body, as even if the Navy could make 100 or 1000 more soldiers as strong as Dell now was, that'd be a recipe for disaster given the issues normal soldiers have acclimating back to civilian life at times - safer for the Navy to only make soldiers with sonar and the ability to breathe underwater, without the ability to throw a pickup truck over 100 feet away!

Dell continues to work in the Navy-funded university laboratory, and enjoys his work. However, his coworkers treat him differently now that they know he could smash them with a flick of his finger. Some wonder if the orca dna will eventually send Dell into a blood rage where he might eat his coworkers! The coworkers are all operating under Navy non-disclosure agreements, with gunpoint reminders to keep Dell's abilities secret, forever, but how long until one of them cracks under the mental stress of working next to a human with the strength of an orca?
Dolphin/Dell is a Brick. He's also never "heroed" before, but that won't stop him from trying to save an innocent life!
Dell is a typical scientist - studious, dedicated, enjoys sailing and swimming, is a fanboy marine-life watcher (a la birdwatcher), and still remembers some of the tricks his father taught him about riding various marine life Atlanteans use to travel in secret (vs. orichalchum-powered undersea scooters). Dell has studied maps of Atlantis, but has never actually been there. Oceanus became very good at teaching diplomats Atlantean, and made very sure that Dell could speak Atlantean like a native.

Dell is a 32-year-old human/atlantean mixed-race individual with the dna of dolphins and orcas in every cell of his body, and he wants to continue his scientist life, perhaps one day marry and even have children, if he's still genetically compatible with humans or atlanteans. Dell does not want to become a Navy diver on a full-time basis, though he demonstrated his abilities to the Navy enough for them to grant the next contract. Neither does Dell want to be a living forklift on a construction site or otherwise use his strength for activities he's not passionate about.

Dell is happy to live in Emerald City, where it rains so often he can always wear a trenchcoat in public, so walkers-by don't notice him much more than a bodybuilder walking along.

Dell often visits the Aquarium and other museums with exhibits on Marine Biology - he's quite a nerd and this is a little big of an obsession for him.

Get him talking about dolphins, and you may never stop him!

Dell has a good heart and helps people in need, but he's never thought about crimefighting, he loves science so much.

That will probably change the first time an innocent's life is threatened in front of him and the police are not yet on scene!
